How to get man power consultancy licenced in India ?

I wish to start a man power consultancy services . I well know the human resources. So, How to get the man power consultancy licence under by the ministery of labour and NRI affairs in India

I thought that India was doing away with more and more of this kind of needless bureaucracy. Why is a license required to supply temporary labor to willing employers?

My own philosophy – and one that has worked well for me for decades, is: It is easier to beg forgiveness than it is to ask permission.

What I mean by that is: Go ahead and set up your business and start to match employers with employees. If you do it well enough, for long enough, then you will set the model for how this should be done. I’m not advising you to commit a crime here; I’m simply advocating that you ignore a useless requirement that doesn’t benefit you, your employees, your clients or society at large – only bureaucrats in the Ministry of Labor / Labour. If the Ministry has guidelines about how business should be conducted – and if the guidelines make good business sense, then by all means read them and follow them. But if you have to “jump through hoops” (as we colloquially say in the US), then just walk around them.

If the “hoops” are important enough, then someone will talk to you someday about the forms and procedures you must fill out, but then they will be approaching you as “the person in power” instead of the other way ‘round.
