How to create pc mods?

I would like to learn how to start creating mods and adding content and features to games. If anyone knows what it takes to do this, as far as software and programming skills i would be extremely grateful if you shared :) Thanks!

It all depends on the game. And it usually involves learning code.

Well i wanted to do some work on games like Stronghold 2 and command and conquer 3 if possible. For right now im just doing the world editor on Warcraft three, which i know is not “modding” but its at least something until i can figure out what steps i need to take to create my own content if i can.
