Do you develop with Drupal on localhost then upload?

I am considering using Drupal to reinvent my website. If I install it, do I install it on the localhost, build the website, then upload the modules the way I do when developing using NuSphere (a PHP development IDE)?

:/ I really think you’d be better off learning a little bit of PHP, then making your site from scratch. It’ll make life loads easier for the next person who has to work on your site if they don’t have to wade through the muck od Drupal. Just make sure you comment your code nicely.

Drupal is awesome, I recommend you still stick with Drupal. And yes, I work locally using a LAMP environment or XAMPP (on Windows/Mac).
Then upload changes I did.
