Are those faxed travel deals a total scam?

I get faxes weekly at work that offer ridiculously low travel deals (I’m looking at one now that offers 4 days, 3 nights and all food and drink for $189 pp). I know the old axiom “You get what you pay for”, I’m just wondering if this ia a complete scam.

They are access inventory that the hotels contract with a third party to help fill rooms through down season. The are great to go to Florida in September, but don’t try to go to Hawaii on X-mas.
