Can you sue a bank handling a parent's trust for fiduciary negligence?

what would constitute feduciary negligence

I’m not sure, but ignoring requests to meet financial obligations of the minor. I think they have to at least acknowledge the request, and if it’s denied, they have to give a reason. If they don’t do that, I think you have a case.
