Is the browser Rockmelt available only through Facebook?

I had never heard of this browser, so I Googled it and found this URL. On the home page it shows that you can “Connect with Facebook”, which means Facebook has allowed you to use your Facebook login to join this site.

Hence, it is not just for Facebook.

At the moment, apparently yes. Once it’s out of private beta I expect you should be able to download it from the website directly.
