In Star Wars, what is a moisture farmer?

Does it collect water or use limited water for growing crops? Or is it something else?

You’ve basically got it right. Moisture farming is a way of harvesting water from the air. Since Tatooine is a desert planet with no natural vegetation, collecting water for use in hydroponic farms was the only way to grow the crops needed for survival.
