When in the chronological order of "Jack Ryan" book series by Tom Clancy should I read "Red Winter"?

Keep in mind that Red Winter isn’t written by Tom Clancy – Clancy died nine years ago. It’s written by someone else who is trying to capitalize on the Tom Clancy name and reputation.

There have been several fake Clancys over the years – none of them any good. This new book (published this month) may say Tom Clancy on the cover. But it’s not ‘real’. Don’t expeect it to be.

I don’t know when it is supposed to take place.
