PC software application for expanding text?

There are apps like QuicKeys and Typinator for Mac users that allow the user to drop frequently used chunks of templated text into an email message, Word doc or note with a couple of keystrokes. These are typically called Text Expander Apps.

What is the best application with this functionality for PC users?
