What is the difference between a modal and a popup?

What is the difference between a modal and a popup? Does a modal get blocked by pop up blockers?

A modal window requires the user to complete interation with it before allowing access back to the parent window.

A plain old pop up window can just be a separate browser window that the user can ignore until later.

I’ve seen popup blockers block both kinds.
