Tree doctors and city officials, what do the color codes blue, green, orange, and red mean?

This is about sick trees that need to be cut or treated.
1)If it’s just a spot of spray on the trunk or a band of spray, does it mean different things?
2)What do the the colors green, orange red, blue, (yellow?) mean? Does green mean cut it for example?
3)And if all colors are on one tree what does that mean?
