Is it easy to understand raising a house that was flooded?

Is the whole idea amazing? And how about the cost?
“The typical cost range for raising a foundation is $2,860 and $8,685. The national average is $5,767”
A random for me site: https://www.homeadvisor.com/cost/foundations/raise-a-foundation/
If it is so easy and inexpensive why would municpalities offer hundreds of thousands of dollars to homeowners for their houses (to demolish them and turn the land into park etc.) ?

If it is so easy, why….. Please show where one alternative is chosen over the other.

One can’t just raise the foundation, the house still needs to be fully restored which costs a lot more money. And the location may not be suitable for restoration or for raising the foundation to be enough to avoid another flood.

Why not build a house on stilts? The next time there is a flood, you will high and dry.
