When does working 'off the books' develop into a small business?

This person clean houses when not at work, and now has 15 customers, including several small businesses. This person does not claim this income, nor do they pay taxes.

That sounds like it’s both working off the books and running a small business.

Gonna’ have to go with a small, tax-evading business on that one.

Once one of his/her clients claims the service on their taxes (as an expense), he/she could be “red flagged” by the IRS.
