How do bonus puzzles on Wheel of Fortune get determined?

Are they chosen based upon which envelope the contestant lands on when he or she spins the wheel or are they already preloaded for the show?

I believe that they are preloaded for the show. Sometimes folks get easy ones, and sometimes not. The envelope just determines what the contestant wins or doesn’t win.
