Do you have restaurants in your area which repeatedly fail the health department's inspections but for some reason remain open ?

There’s a local Chinese restaurant,during it’s bi-annual inspection, the health inspector witnessed the dishwashers using old FTL underwear to clean and dry the dishes?????!!!!

Also there’s a Pizza by the slice shack not far from where I live,they currently hold the record for the most health violations by a restaurant in the state ???!!
Both these restaurants are still open! Why does the health department wastes money and time in conducting inspections if it will not follow through in closing the establishments.
