How come my Brothers oxygen for welding is so cold and air I breath isn't?

My Brother can weld fix stuff for me. Sometimes He uses two tank thinggies. The oxygen gets ice stuff on it, sometimes but not my breath. How come, please.?

Hey, welcome to fluther. I answered a very similar question today. The oxygen is pressurized in liquid form, and so when he releases the gas, the canisters get cold (for the same reason I mentioned).
