At what sizes is it still permissible to be without shirt or (bikini-) top?

This is a question that I have had in my mind for decades already, and I possibly have asked it here before (about women only then, I think), but recent events have thrown an extra/different light on it.
This summer I saw a friend of mine coming out of the surf, wearing just his shorts; his chest was pretty curvy, I would say a C cup (around 60 years old guy).
And yesterday I saw an Asian looking girl on YouTube who is flat chested (‘needs’ no bra or bikini top, but she was wearing one though).

So, could the girl go to the beach with me and some other people (men and women) and go topless, just like we boys do?

It’s obviously/apparently okay for my C cup friend to be topless, but why can’t his wife (B cup) not go topless?

I realize that in different countries different laws apply, but for the sake of this question, let’s take a location where it is usually okay for guys to be without a top/shirt.

I’m in the US.

Women’s breasts are sexualized and for men having extra fat on their breasts is viewed as the opposite of sexy, unless you mean the guy had lean large pecs. It’s about decency in the minds of many I guess.

There are topless beaches in America, you just need to know where to go. I think topless should be fine, or at least have some areas of beach that are topless for those who want to partake. No cup size limit, that’s crazy.

Where women need to be covered should men have to be covered too? I’d be fine with that.

If it’s not illegal, anything that is comfortable is permissible.

What floors me is guys with their big ole gut hanging out, no shirt, mowing their yards. I just wonder what they’re thinking. Do they think they’re attractive?

I agree entirely with @JLeslie.

@Dutchess_III Not to be argumentative, but why do people need to be attractive to be shirtless? They’re probably thinking that they are hot and sweaty and that wearing a shirt is not essential.

@canidmajor but it is illegal for a woman to be in public shirtless.

@Dutchess_III Different states have different laws governing toplessness, in som it is completely legal.
I’m sure different countries also have varying laws. Look it up.

My point was like @Cupcake.’s Doesn’t matter if you find someone attractive, if you don’t like it, don’t look at it.

@Dutchess_III I just realized how curt my “look it up” may have sounded. Different sites list different levels of infractions on the topic for different states. I didn’t want t9 start a dueling links event.

It’s only legal for women to go top less in 6 states.

I am amazed that Kansas and Oklahoma are in that number.

Here are some ambiguous statutes in Wichita.

Federal ruling allows women to legally go topless in six states, including Kansas

The Washington Times
reports the 10th Circuit Court of Appeals struck down topless ban in a Fort Collins, Colorado. The court’s decision makes it legal for women to go topless in states that fall under the 10th Circuit.

Those states are Wyoming, Utah, Colorado, Kansas, New Mexico, and Oklahoma.

@Dutchess_III: Your article refers to ONLY the states in the 10th Circuit Court of Appeals.

The following describes the 10th Circuit: (cut and pasted from Wikipedia):
The United States Court of Appeals for the Tenth Circuit (in case citations, 10th Cir.) is a federal court with appellate jurisdiction over the district courts in the following districts:

District of Colorado
District of Kansas
District of New Mexico
Eastern District of Oklahoma
Northern District of Oklahoma
Western District of Oklahoma
District of Utah
District of Wyoming

This doesn’t mean that only those states allow women to go topless. The appeal was won in the 10th circuit and therefore it was only for the 10th circuit. My link is describes the laws for toplessness in the entire country.
