What is local correlation?

For a school project I’m studying the Move-to-front transform, however, I’m having a little trouble interpreting the Wikipedia article. It says: “The MTF transform takes advantage of local correlation of frequencies to reduce the entropy of a message”. I have no idea, however, what “local correlation” is, so any help would be greatly appreciated.
