How are commercials broadcasted on networks?

Do networks just have a roll of commercials that they play? Cause many times a commercial will end and right before the next commercial begins you may see a frame or two of the end of a different commercial.. I always wondered how this happened..

From what I understand, companies buy tv time spots. So, for instance, Toyota might buy one for the first 30 seconds of 12:00 and Microsoft might buy one for the later 30 seconds of 12:00.

I think networks do have a roll of commercials they play. The piece of a different commercial you see was probably an error at the network.
