How do I find a company to buy an advertising opportunity?

I have an idea to sell advertising to a national company and would like ideas how to put the idea up for offers. It is not a specific company that I have in mind but one that would reach a small audience from several states.

I suspect that it is very difficult to sell your advertising services to anyone, let alone a national company, without some kind of track record or portfolio.
