Do all states charge a motor fuel fee (tax) as a flat rate or do some charge fuel tax as a percentage of purchase like sales tax?

Illinois charges something like 12 cents per gallon, not a percentage tax like sales tax. do all states do this? Why don’t they charge tax as a percentage?

The standard tax imposed on motor fuel is a flat tax per gallon. You can check any state’s tax rate with a motor club. These taxes are relatively stable, and may not change for years.
